You can use the ADD CIRCLE or ADD LINE as Ron suggested or you can run
the attached script and when prompted type in the X & Y coordinates.
Just be sure you are already zoomed in to the appropriate size as this
script is just a Window Center function.

Something I've found handy is to ADD CIRCLE, then go down to the command
line and type in your desired coordinates (e.g. x 1500 y 2000) and the
circle will close around that point. Be sure to delete the circle
afterwards. Hope this helps.
