I usually require our engineers to have a schematic pin for every copper
connection in a footprint.
An unplated hole need not have a pin in the schematic but all copper does.
That way the circuit designer knows that there is a piece of metal on the
board that s/he can choose to connect or not connect.
If you make a no-connect mechanical pad in allegro, then it will always
float. Further, I've seen some IPC netlist generators give warnings when it
finds "mechanical" copper (i.e. fiducials) on the board. Doing it my way
prevents this problem as well.

normally i show all pins whether the are NC or mounting for socket type
connector. I just got a sch which won't package and before i give it back i
wanted to have my answer straight about whether or not the NC pin needs to
be part of the symbol.
