If your company is paying for support, you can contact Cadence Customer Support for all of your questions.
Since you are asking lots of basic questions, it’s clear that a formal training class would benefit you greatly.
 
The people on this list are not your customer support.  We don’t mind answering some questions (we kinda like to show off our knowledge!), but you’re asking too many basic ones.
Sorry about the bluntness.  If your company can afford the Allegro license, they should be able to afford a training class.

I build the Constraint Area into the BGA library part, and assign the NET_SPACING_TYPE and NET_PHYSICAL_TYPE (= BGA) there also.
That way, it does move with the BGA symbol, even if you modify its extents.
 
Also, “sjchar3” (name?), it sounds like you need to talk your employer into some formal training!

I have always used a Constraint Area for this. And assigned the appropriate
Spacing and Physical constraint sets. Only trouble is that the constraint does not follow
The component when moving. You can create a Alternate and lock it in place that way.

group: I have a BGA and I would like to route 4 mil trace between pins, and only a certain via would be used in this location. The rest of the board is 8 mil traces. Do i set up a room, area or region?
