There was a time this was true.  The vision systems on early pick 'n
place machines saw the matte paste better than the relatively shiny
HASL.  Don't think that's the case anymore :))

I'll take a free guess, too:
The pick and place machine uses it for alignment.

Does it give the assembler something to help register the stencil on the
