For 15.7
I think the only thing that is going to help is the manual color
variable.
set display_manual_coloriority
It won't do all that you want but it won't swap layers as you edit.
It's not savable as you are hoping and it doesn't really address
most needs now that Allegro supports so many colors. The form
is too big to be useful. This is part of the reason we introduced a
layer priority in 16.2 instead.
