Do you mean embedded resistor or capacitance layers or actual
embedded components?
The answer to embedded resistor layers is

http://www.ohmega.com/Design.html they give more detail instructions.
For embedded capacitance layers there are multiple vendors,
check with your supplier,
that provide, typically 2 mil cores, for capacitance. You get about 50pf
per sq inch. Unfortunately,
in today's designs filled with so many vias you get little area for
actual capacitance planes and
therefore little capacitance benefit. I had one customer run an
experiment and found that the only benefit
was a thinner board.
Now for actual embedded discrete components it's just a matter
of padstack definitions.
