Which "symbols" are you referring to?
Allegro symbols are the physical footprints and the pin numbers
should be assigned per the mfg specification.

The Concept (schematic) symbols are created and the pin placement
is usually set up per the function of the part. In other words
if the address lines are input pins, they are usually grouped
together regardless of pin number. So your concept symbol would have 
add1
add2
add3 
down the left side of the part. The pin numbers then 
would look like 
a1
a3
a5, etc.

There is no way to change the order of the pin numbers on a schematic
symbol unless you create a new logic symbol that has pin names
interleaved: 
a1 add1
a2 out1
a3 add2
a4 oe

In the majority of the cases it is better to group like signals together
instead of making the part in pin number sequence.

hi
      1)i m using allegro 14.2ver.and using concept
hdl as a front end.(schematic). after creating symbols
i cant get  the pin numbers as sequence order.(i want
a1 a2 a3 a4 a5 a6 a7... and so on, but i will get only
 a1 a4 a2 a5 a7 a9... ). Is there any option for this?
      2) and any simple options for creating symbols? 

 if any body found please help me
