Typically, we use the pitch as a reference.  
0.8mm pitch = 16 mil pad
1mm pitch = 18 mil pad
1.27 mm pitch = 22 mil pad

Group: I have a data sheet that says the solderballs are .019 nominal.
Is there a rule of thumb for what pads size I should use?
