Why don't you use the idf data format to do what you want to do.
ProE understand Refdes's etc and allegro supports IDF 3.0 with 15.1 and 
higher.
The latest addition to the translator in allegro ..... it supports 
panel_outline!!!

information from a paper myself and a colleague of mine presented at ICU 
2003.

I don't recall specifically the voting issue... but in my mind this is 
combining line segments into one "polyline" type of structure. 

I see a desire to do this all the time... DXF transfer of data into 
Allegro for odd shapes for parts and for board outlines.  I have come to 
realize that Allegro is the wrong tool to do the "amalgmation."  I do this 
in AutoCAD first, then offset the outlines as needed.

Simple example: complex shape for board outline... (from a tool like 
Pro-E) grab all the bits and turn them into a closed polyline in Acad (may 
require a bit of on-the-fly editing), then offset to the inside for 
routing keepin outline and for parts keepin outline, then DXF to Allegro 
and assign to proper layers (otherwise known as classes and subclasses). 
Then assign attributes.

PCB tools make lousy ME CAD tools, so don't expect them to do fancy things 
like "Amalgamate."  But then ME CAD tools don't "route" well.  GRIN
