Viewdraw natively outputs a .tel file and a set of devices files.
The .tel is in allegro 3rd party netlist format. You don't need to change it.
This is a VERY common design flow.

Typically, people use the ViewDraw to Allegro translator that costs
something like $2500, and the other is to have ViewDraw output a PADS
netlist, and there are a couple of ways to use that.
Was the original Allegro .brd file made from these ViewDraw schematics?
