No. what I'm thinking is when the individual boards have to be "routed"
out of
the pcb fabricator's mfg panels. If there isn't any tooling holes
supplied, they (PCB Fab
people) either add them (if allowed) or have to secure the pcb on the
routing machine bed another
way such as 2 sided tape. (this applies to both individual boards and/or
customer panels)
I happen to have worked at a fab facility for awhile. I really can't
think of another way
of routing out the boards from the fab panel.

Actually Bill they do use the on-board .125 tooling holes In Fact they
hope the customer provides
them. If not they may ask if they can insert a couple. This is mainly
for routing the board out of
their mfg panel. If no tooling holes are available, they then have to
secure the PCB using double
sided tape or similar.
