Ummm....I have witness the fabrication of numerous panels and have NEVER
seen a FABRICATOR use customer tooling holes.
The artwork is located by the fabricators own tooling holes.
ASSEMBLERS use customer tooling holes, is that what you were thinking?

Actually Bill they do use the on-board .125 tooling holes In Fact they
hope the customer provides
them. If not they may ask if they can insert a couple. This is mainly
for routing the board out of
their mfg panel. If no tooling holes are available, they then have to
secure the PCB using double
sided tape or similar.
