There is also the soft protect mode. Where traces
are essentially fixed but can be moved if absolutely
necessary.

Use the Fix property in Allegro.
I believe that Specctra can never change the Fix property.
Protect and Unprotect in Specctra can allow changes
to the vias/nets while routing for the UN-fixed elements from
Allegro.
