Is there already a file in the directory named "test.form"? If so, try
deleting it.
The first thing the program does is try to write this file so it can
create the form. If the file will not create, it doesn't assign the
port for the various fprintf to output to, causing the error...

I am running it in a writable directory.
I have looked for the line that was suggested on the message Mitch
posted, but I had no luck finding the line. I tried loading
"drc_walk.il" to see if it would give me the same error but
"drc_walk.il" works just fine. Does anyone else have problems with the
netlength.il? And if you don't then is it worth trying to get it
working? Thank you all in advance.

I loaded it in the illinit file and it is being loaded, but still run
into the same error. I am running Allegro expert and not the studio
version. Does anyone have any more ideas?
