In general we always....
1. Top/Bottom outer layers are pos
2. Internal Signal layers are pos
3. Internal layers for power planes are neg
4. Internal layers for gnd fill, power return are neg

As for dynamic vs. static fill shapes, it's just your call, what you are
comfortable working with.
As you use both, you will learn when it's best for which one to use, it
just depends on your skill level.
