Tim,
I'm not sure about how to set it up in the OrCAD symbol, but pins 1-8,
2-7, 3-6 and 4-5 are each a "function".
These functions can then be swapped in Allegro within a network, and
between networks with the same value.
We do this all the time for the VTT termination for the memory
interface.
Here is a Show Element on a network "function", maybe it will help to
see how to set up the OrCAD symbol:

We are trying to come up with an easy way to swap pins between several
resistor network packages. So far we can swap pins within the packages
themselves, but not amongst the other packages. One thing that should
work
is to make every individual pin a function, but that is a lot of work
for
the engineer. There should be a way to define the library part to be
swapable and place several of them in the schematic and then swap them
at
the allegro level. This is basic CAD functionality that has been around
since the early CAD tools of the 70's.
We are using Orcad version 15.7 with Allegro 15.5
