Tim,
you can swap only two pins if you have separate resistors in a network
package to preserve your netlist (unless it is a network with a common
pin), although you can swap 2-pin gates (resistors) within one package
and between packages. For separate resistors in Rpack you should create
homogeneous package containing N gates, each gate should have the same
SWAP_ID to allow pin swapping of a single resistor. Resistors (gates)
with the same properties are swappable between packages in Allegro
(15.7). To block it you can use NO_SWAP_GATE_EXT property. If you want
to swap between packages with controlling groups of RPacks between
which you can exchange gates then a unique property should be added to
isolate RPacks of the same type but related to different parts of a design.
For a resistor network with a common pin I think it is possible to swap
pins between packages only if you draw an Orcad symbol as a set of
separate single pin resistors (plus a separate symbol of a common pin)
and to perform gate swapping of them between packages in Allegro.
Personally I wouldn't do it because it will be easy to create a design
error if for instance a common pin of two packages is at a different
potential. I don't know a method of pin swapping (not gate swapping)
between packages but anyhow it doesn't sound as a correct operation for me.

One thing that should work is to make every individual pin a function, but that is a lot of work for the engineer. There should be a way to define the library part to be swapable and place several of them in the schematic and then swap them at the allegro level.
