It's a limitation of Orcad. You could edit an Allegro device file for the
packs, but that will be problematic for pack to pack
swaps backannotating into Orcad. Basically you need appropriate Orcad symbols.
The device file trick is useful for swapping things like LVDS pairs within
logical blocks of an FPGA. Orcad just lacks the
intelligence to do this, but will backannotate with the correct pin swaps as
ling as they are within a symbol.

We are trying to come up with an easy way to swap pins between several
resistor network packages. So far we can swap pins
within the packages themselves, but not amongst the other packages. One thing
that should work is to make every individual pin a
function, but that is a lot of work for the engineer. There should be a way to
define the library part to be swapable and place
several of them in the schematic and then swap them at the allegro level. This
is basic CAD functionality that has been around
since the early CAD tools of the 70's.
We are using Orcad version 15.7 with Allegro 15.5
