Greg is correct, although there may be another factor may be involved
here. The data written to the IDF Library File is taken from the symbol
definition. If you make symbol instance edits in Allegro, these edits
will not be reflected in the IDF Library file because the symbol
definition is unchanged.

Greg,
Do you have a place_bound_bottom shape defined for the symbol? If it is
larger than the place_bound_top shape Allegro will put that as output.
Also check to see if a shape is defined in the dfa_bound_top subclass.
This subclass has priority over place_bound shapes in generating the
outline.
The only problem with this is that whatever shape on either subclass has
the highest max package height value has that value passed into the .emp
file.
