Display > Color priority.  Click the color you are using for the pin
numbers, then click the top box.  Click "OK."
 
The color you just picked will be at the top of the display stack now and
will show before any other color.

My pin numbers show up when I turn the Class/subclass Package Geom/
Pin_number on.  It's just that the pads are on top of the pin numbers so I
have to turn the pads off to see the pin numbers.  Is there a way to have
the pin numbers show up on top of the pads?

Hey Garrett, 
  
It's just the Class/Subclass Package Geometry/Pin_Number, just make it
visible.  BTW, you will see pin numbers for both top and bottom parts, so
it's kind of confusing if you have a dense design with parts on both sides.
Also, if any of your symbols are a little old, the pin numbers will not show
up.  I believe you would have to run update on the symbols (or go into each
one and do a "save"), then update the symbols in your design.  I haven't
done this yet, so when I want to know a pin number, I just do a Show
Element.
