Sue,
One thing I have done in a past life in another company was read in the
drc report as a text file to subclass and even went as far as making it part of
the fab drawing with an explanation for each DRC. This was a time consuming
process though especially those boards which the DRC wasn't modeled properly. I
have found that it is easier, faster and more accurate to model the DRC
properly and go with 0 DRCs.

Is it possible to create a drc file and then embed that file into a .brd
file for the next designer to read?
