In your Capture.INI file add the entry
[Part Library Directories]
Dir0=D:\Cadence\PSD_15.7\tools\Capture\library
Then delete all the configured library list except for the capsym unless you
have your own library
for Power/gnd symbols.
[Part Selector Configured Libraries]
Capture CIS database will read the Parts from the link above..Part Library
Dir.. if it's not present it would read the configured library list defined in
the Capture.INI file.
Place database part only works for libraries listed under this variable.
I guess you could flag the Capture.INI as readOnly so they could not add
libraries to the "Place Part section"
Hope this helps.

Subject: [PCB_FORUM] Orcad CIS question... RE "place parts"
I want to restrict the users to “Place
Database Parts” vice also being able to “place parts.”
The generic symbols don’t have the
database properties attached, so I want to keep the users out of that library…
and force them to only use database parts.
Any ideas?
