Ed,
Capot means a bonnet or a top cover for a car. If you look at the literal
meaning of your sentence, it may mean that the holes are tented or may have
measleing in the PTH's or rough holes.
Picot is also a French Canadian word for the scar we have from receiving an
inoculation.

My French dictionary says "picot" is either a textile or a wedge of wood.
Neither make sense to me with the rest of the sentence.
