Les,

It has to do we Via in Pad not to prevent connecting the via to the
plane shape which is controlled by NO_SHAPE_CONNECT.

If you add the NO_VIA_CONNECT to a SMD Pin and Via which are directly on
top of each other it will DRC with an Pin to Via error.  It is used when
you are allowing via in pad throughout the design but have an exception
on certain pins.

Hi Les,
When the no-via-connect property is attached to a via in a plane shape
it will not put a thermal or will not connect to that plane even if it
is the same net name.

Here is the documented definition:

The NO_VIA_CONNECT property, attached to a pin or via,
specifies that padstacks are not connected even when
they overlap.
