Typically, we match the "hole" that's called out to the drill
size/tolerance.  IOW, we'd have two different "holes" for two different
tolerances of the same size drill.  So, yes this is called out on the fab
drawing, it's in the drill/tool file as well using two different drills.

I know with machining, to get higher tolerances, I can use different drill
bits, some with very thick shanks and very short drill length.  Also,
different material drill bits will give different drill tolerances.  These
would be more expensive bits that I'd prefer not to use if I don't need to.
Perhaps the same is done with PCB fabricators?

BTW, why not ask a fabrication house?
