From what I can tell, and others have said as well, switching between units
in Allegro doesn't work as well as it does in other products.  I have not
tried the 4/2 "trick" that was suggested, so I can't say if this "solves"
(or at least mitigates) the issue.

  Yeah so it works fine in Allegro too, but it still not a good idea to go
back and forth in units in a design in any tool from my experience.

    Obviously, PADS didn't change mathematics (at least in this case), and
no one said there was no round off.  Other programs simply provided enough
digits (precision) to be able to reduce the round off so it has minimal or
no significant effect.  Obviously, it can be done and works fine.
