Yeah so it works fine in Allegro too, but it still not a good idea to go back 
and forth in units in a design in any tool from my experience.

Obviously, PADS didn't change mathematics (at least in this case), and no one 
said there was no round off.  Other programs simply provided enough digits 
(precision) to be able to reduce the round off so it has minimal or no 
significant effect.  Obviously, it can be done and works fine.
