You need to set the up as length match groups (which will probably be
pinpairs in your case), one group to each socket, then assign the tolerance
to each group.
But, a bigger question, at least to me, is where did you come up with this
300 mil requirement? That'as a 60ps length match, and I've never heard of
a JTAG grouping needing any real length matching, much less one that tight.
To within a few inches should be just fine in my experience.
