Jim,
Allegro can import the third party tools netlist using the "Third Party
logic" format(like *.tel). we use Mentor viewlogic schematic tool to
create this *.tel file to import into Allegro for many years.
For more details How the netlist should look like see <Cadence
installation directory>doc\algrologic\algrologic.pdf
This explains the Third Party logic flow.

Luckily, this will be a brand new Allegro database, so I won't have to
transpose any existing layout data.
Can you tell me the file name extensions exported from PADS Logic? For
example, .dat, tel, etc... or does it even matter?

Hi Jim,
Allegro can import PADS ASCII files. It comes in pretty well. I did a
few boards last year using this. Shapes had to be redone, and some
other stuff...but it really was pretty good.

netlist into Allegro? I have a potential ( and very much needed) new
customer that would have some steady work for me if I can do this.
