I am just jumping in here;
This is a skill file isn't it? We use it here a LOT.
It needs to go into a Skill file folder with it's path
defined in your env file.
Then you need to initialize the skill file. Skill files
have a .il extension. You initialize each skill file you
would like to use by defining them in your local
allegro.ilinit file. This ilinit file must also reside in
your local pcbenv. I am inserting the ilinit file we
use here. It's pretty much self explanatory. Respond
if you have any questions about what I've written.
 
ONCE all this is done, the skill routines will show up
when you enter "helpcmd" in your tito window. You
can also alias them like any other command.

Attached is a script that I downloaded from Cadence which allows you to replace 
vias by a window select.
