I have not used any version of Allegro higher than 14.x but it might be the 
soldermask clearance rule that is turned on.

I'm editing a board that has used auto-silkscreen in the past.  Now
everytime I move a part, it takes a long time and complains that there were
some number of silkscreen update failures.

Very annoying.
