File > Export > Sub-Drawing
 
Select the text and tooling corners you want and save it. Default is
'standard.clp' but you can name it anything you want.
 
In your new design  File > Import > Sub-drawing.

I have a .brd file that has fabrication notes in it (and tooling
corners), that I'd like to copy to another .brd file.  How do I go about
doing that?
