Only way I have seen this done in the past is to:

*       Import the gerbers with the pad targets on. 

*       Create packages that correspond to the pad and silkscreen locations
(or use existing packages), using the BOM if you have one. 

*       Substitute the packages where they belong 

*       Extract the placement.

Rather time consuming, but time is money :)

Hi Everyone,
I have an interesting question (which I will be posting on a couple of
forums so some of you may see this more than once)....
If all I have is gerbers can I make a placement file from them? I don't need
a netlist just x - y coordinates... I am hoping someone else here has been
faced with this situation before and can point me in the right direction.
