Midwest Cad has software that converts between Allegro and Expediton. That
can do Pads as a service.

consuming, some

customer might be floored

he/she gets the final bill. To read in the gerbers,
make dummy symbols

any parts you might not have, place symols, etc.

get right. Do you have an assembly print to look at?
How would you
determine
the difference between 3 - 2 pin headers, and 1 -
2x6 pin header, for
instance? Bit, if you're getting time-n-material for
this job, could be
a
money maker... But, I don't think it will be (just
my opinion).
