I wasn't suggesting that one is measuring the characteristic impedance.  I
was suggesting that one is looking for shorts between power and ground.

The fab house should have provided a TDR report with the fabs and you should
review that document for issues with characteristic impedance.

You need a $30k TDR for impedance measurement, not a $30 multimeter!
