Yes,
A few possibilities.
1. You have multiple board outlines.
2. You have a non-continuous board outline
3. You have parts with large power groups.
4. You have too many vias.
5. You have place boundaries with over lapping vertices, and or part or route
keep-in/keep-outs
with the same.
6. The thickness of the design is less than the diameter of the smallest hole
feature.
That's all I can think of right now.

Subject: [PCB_FORUM] EMN and EMP files
Recently I prepared the usual EMN and EMP files for a mechanical engineer... I
did not use any unusual settings, and looking at the files the data seems to all
be there, but the ME is now saying he cannot read the EMN file. Anybody have
any suggestions? Has anybody run into anything similar?
Output was PTC ver 2.0.
using 15.2 s032 on Win 2K.
