Open allegro, move the screen shot to the monitor you wish it to open
on, enlarge screen shot to full size, and exit the program by hitting
the X in the upper right of the screen.  Next time you open the program
it will be on that monitor.

It seems to always open up where I closed it last. I'm not sure that
there is anything for a specific application that would direct it to a
specific monitor.

I got a dual monitor set up for Allegro.

 

I would like Allegro to always open on the right monitor, the left being
my main monitor.

 

What controls which monitor Allegro opens on?
