Austin,
As Gary stated too, you must add your default tolerances to your
padstacks first.
Or, you can add them in the drill customization tool. Adding them there
will just
satisfy that design. Adding them in your library padstacks will cover
all future designs.

Austin,
You need to create a default .dlt file.
Sample below:
(make__ncTemplate_struct
?Name "custom-mil"
?Title "HOLE CHART (.001 INCHES = 1 MIL)"
?Units "mils"
?TitleHeight 300
?TitleTextBlock 9
?ColumnTitleTextBlock 9
?DataTextBlock 9
?PlatingOrder "PlatedFirst"
?Precision 1
?SuppressLeadingZero "yes"
?ColumnDefinitions '(
("Figure" "FIGURE" 8)
("Holesize" "SIZE (MILS)" 13)
("Tolerance" "TOLERANCE (MILS)"
18)
("PlateStatus" "PLATING" 13)
("Quantity" "QUANTITY" 10)
)
)

Subject: [PCB_FORUM] Drill legend...
Hi,
(15.7) How do I get the drill legend to include tolerance, and
to specify a default tolerance? Any idea?
Best Regards,
Austin
