Assuming you're simply trying to prevent routing from getting too close
to the hole, there's another approach you may want to consider. Define a
pad on each layer of the padstack for that hole that would prevent
wiring from getting too close. In the "flash" portion of that padstack
use some sort of flash name like "blank" or "null" or something really
tiny like "5_mil_circle" that will replace the defined "pad" when you
output your gerber files. Then define the flash symbol to be either
nothing at all or a very small dot that would get drilled away. That way
Allegro sees the big pad as you design the board, and stays away, but
your deliverables only see the little dot or nothing at all.

We can create routing keepouts/ins using z-copy for our outlines, but
z-copy doesn't work for mech drill holes among others. Besides manually
creating a route keepout circular shape, centering it to the hole and
offseting it, is there a better way to do this?
