Maybe I didn't understand your
question 100% but if you made it into a symbol you can place the keepout/in
as you want in the symbol so everytime you place the hole you'll have the
keepout? Is this mechanical drill for via? I think another way
could be upping your constraints so that you can't get close without
lighting up a DRC? Maybe I miss understood your question. I hope

as drill holes vary, i don't think it'll be good to make it into a
symbol. And if yes, how does this solve the challenge?

We can create routing keepouts/ins using z-copy for our outlines,
but z-copy doesn't work for mech drill holes among others. Besides manually
creating a route keepout circular shape, centering it to the hole and
offseting it, is there a better way to do this?
