Mark,
Well, you still don't say if you (or someone) has modified
the symbols in the design. Generally speaking, I never
modify symbols within the design. If not then extract them
and their padstacks, load them into allegro and create a new
symbol. Then refresh the symbols. I don't know if this will
work as I have never tried it. But, it's seems worth a
try. If any of the symbols have been modified in the design
you will find out pretty fast. In those cases, either
modify the symbol to match or don't refresh it. It might
also be possible to just refresh the padstacks in the same
manner. Again, I don't know if it will work and cannot
test it as I don't have any pre-14.2 designs to work with.
It is possible that you will need to bring the padstacks in
to the allegro padeditor and write them out again to get it
to work in any case. This is kind of a padstack issue,
after all.

in 14.2 or later without refreshing.
