whoops.. spoke too soon.
The file dyn_xshape.form has field -  INTSLIDEBAR 1 1  (width 1 for the
character and width 1 for the arrow up/down button) so I changed and
INTSLIDEBAR 2 1. And 'voila' (or wallah as some like to say), I can see
the numbers!

All of these popup are just forms right? They can be found in the
'share/pcb/text/forms directory'. I know this doesn't solve the root
problem, but you can edit these form definitions yourself. I have edited
the artwork control form in the past to allow for easier reading. 
 
I don't have 15.X (don't ask - it's a long story), so I can't tell you
what this particular form is called. But I'm sure you could edit the
size of the "Minumum/Maximum Connects" fields to make it longer. 
 
Make sure you make a backup of the form, because when you upgrade your
Allegro, these forms get overwritten.

I'm really impressed with the amount of work that has gone into the
latest version of Allegro. 
But can Cadence do something about these 'up-down' scroll boxes, please?
Way too often when you need to see the numerical value in a one or two
digit box, you can't; at least, not clearly (see Minimum connects,
Maximum connects). This behavior is not limited to this dialog box
either. 
I have tried different system font sizes and screen resolutions, and
nothing helps. 
Maybe I'm missing something?
