Ok, Thanks Charlie.
I guess I have to do that on every project I am working on along with the rest of our group.
Just kind of irritating that there is no way to ignore / disable the expand function if you do not need it.

If you add what I suggested to the Concept section of the cpm file, you should not be prompted to expand the design. It will expand automatically (you won't be prompted). It needs to expand in order to cross reference, but it only needs to expand once per session.

    So you are not aware of a way to NOT have Concept ask to expand
    after hiliting in Allegro?

    Usually, if I am simply hiliting / dehiliting things in Allegro, I
    do not want to expand my schematic.
    I just want it to quit asking me and creating a pop-up in Concept
    for EVERY hilite I do in the board.
    Very annoying to hit (NO or X)  50 times if you have hilited 50
    nets in the board.

    This is all I have in my cpm file under Concept.

In the concept section of the cpm file set the following:
EXPAND_BEFORE_GLOBAL_NAVIGATE 'YES'
The default value is 'PROMPT'
