This probably isn't it, but on <= 15.0 i had the same problem. The solution was to select something else (like "never"), then "always" in the import dialog. The problem was that allegro wasn't updating what it showed as the selection, and something other than "always" was selected. We have changed JEDAC only for changed components. In Import logic, I have tried all possible options. This problem is both in Allegro Designer & Expert.
