Hi Gary,
each pin has SWAP ID property, pins with the same value of SWAP ID are
swappable in Allegro (-1 means that a pin is not swappable). Pins have
to be of the same type, so for FPGA we temporarily specify them of BIDIR
type even if it is not always true.
