Oops, here is the "Parameters" tab, you need Type to be "Blind/Buried":

Gary,

 

Attempting to define a single layer padstack per your 2nd option ...

 

Pad_Designer only allows features on "BEGIN LAYER" for a  Type Single
padstack - do I need to define the pad as a Type Through and only define
pad shapes on "END LAYER" and "SOLDERMASK BOTTOM"?
