You might be happier if you change your format around a little:
put key fields to the left , multiple-value fields to the right
and leave out the commas

These changes will make parsing by some "downstream" routine much easier.
As for code, a SKILL routine could produce this directly. Or you could massage
the results of an extracta with Perl/shellscript/whatever.
