Here is a skill file I've had for awhile. I've never used it, but it's
README section seems to describe what you want. Let me know if it works, OK?

I agree...in my case these are other people's footprints, but on mine, I
should have the text placement and size all set.
 
But, it would be nice if there was a skill script or command that centered
the text on the symbols automagically.

This is probably too little too late, but I create my footprint symbols so
the assembly drawing reference designator text is aligned in the center of
the body and are center justified. This way I only have to rotate, or spin
the text on the layout for finalizing the assembly drawing.
