The problem is that gerbtool has no holes. It only sees the
pads on the top and bottom layer. You need to import
the drill data to get the drill locations.
You could print right from allegro and see how it looks.
Just turn on the elements you want and set the drill holes
to show as you stated in your request.
Exactly what are you trying to accomplish here? Create a
board form laser printer output? That seems like a daunting
task at best.
