16.3 does via removals.

 

I too like this forum better than the cadence one. faster, leaner and most of

Maybe the Dangling Lines Report (Tools -> Reports) will give you the 
information 
you need.
 
Like Joe said, if there are two vias in the same location, you should get a DRC 
error.
